Meeting Minutes

February 24, 2009

Members Present:  Thomas R. Swaim, Brenda J. Hutchinson, and Stacy Dugan

The meeting was opened by Debra Kesecker, County Clerk, at 2:05 p.m.

On a Thomas Swaim/Stacy Dugan motion, the minutes from the February 10, 2009 public hearing were approved.  This motion carried.

Bob Mang
Mr. Mang approached the Board of Equalization regarding his 5.9 acre parcel property in Cacapon district.  The Assessors office had already lowered the assessment but Mr. Mang was dissatisfied with the assessment.  Mr. Mang expressed to the Commission and the Assessor’s staff that he felt the assessment was high and he was concerned about the increase of the assessment.  The Commission and Assessor’s staff discussed the assessment and decided to lower the assessment to $44,700.00 for the appraised value and $26,820.00 for the assessed value.
Commission staff will follow up with a letter to Mr. Mang stating the new assessments.

The Commission adjourned Board of Equalization and entered into regular session
At 2:50 p.m.

Vince Shambaugh- Morgan County Sheriff’s Department Budget
Mr. Shambaugh approached the Commission to discuss the budget for the Morgan County Sheriff’s Department.   Mr. Shambaugh presented a list of budget items needed.  Mr. Shambaugh explained the state of West Virginia is mandating a new uniform policy and the sheriff’s department will need to purchase new uniforms.  Commissioner Hutchinson suggested the Commission keep the list of budget items to review and requested Mr. Shambaugh get on the agenda for the March 3, 2009 special request budget meeting to further discuss the sheriff’s department budget issues.  Mr. Shambaugh agreed and was placed on the agenda.

Lock Wysong- Demonstration & Presentation of Purchasing Card
Mr. Wysong approached the Commission to discuss the West Virginia Purchasing Card program.  Mr. Wysong explained the state purchasing card program is utilized by all state agencies and institutions of higher education.  Mr. Wysong presented an information packet for the Commission to review and explained the card would replace existing credit cards and writing checks.   The cards will be available in early March at no charge.  Mr. Wysong requested that the Commission and County Clerk create a list of vendors used and he will review and see which vendors accept the card.   The Commission and County Clerk agreed to review the information and create the vendors list.  Mr. Wysong will follow up at a later date.

 

Maxie Maggio- Geothermal DEP permit fee - Security Grant Resolution
Ms. Maggio came before the Commission and presented a letter from West Virginia DEP requesting additional information from the Morgan County Commission regarding permit application number WV0116394. On a Thomas Swaim/Stacy Dugan motion, the Morgan County Commission agrees to pay any advertising fees associated with the West Virginia DEP/ NPDES permit application for the geothermal aspect of the new courthouse.  This motion carried.
Security Grant Resolution
Ms. Maggio presented a security grant resolution to the Commission to sign.  On a Thomas Swaim/Stacy Dugan motion, the Morgan County Commission authorizes Brenda J. Hutchinson, its President, as the official representative for the Commission to act on its behalf to enter into a contractual agreement with the Division of Criminal Justice Services to receive and administer grant funds pursuant to provisions of the Court Security Fund Grant program.  This motion carried.

The Commission exited out of regular session and entered into Board of Equalization at 3:50 p.m.

Thomas Vinson
Mr. Vinson approached the Board of Equalization regarding his 10.71 acre parcel in Rock Gap district.  The Assessor’s staff informed the Commission they had spoken to Mr. Vinson and lowerd the  assessment.  The Commission reviewed the assessment with the Assessor’s staff and agreed there was no way to lower it any further. 

Mark Waugh
Mr. Waugh approached the Board of Equalization regarding his 7.59 acre parcel in Allen district.   The Commission and Assessor and his staff reviewed the assessment with Mr. Waugh.   After reviewing the property, the Assessor’s staff discovered there was an error with the acreage.  After correcting the error, the Assessor’s staff lowered Mr. Waugh’s assessment to $68,700.00.  Commission staff will follow up with a letter to Mr. Waugh stating the new assessment.

Ronald Witt
Mr. Witt approached the Board of Equalization to discuss his 9.03 acre parcel in Cacapon district.   After reviewing the assessment, the Assessor’s staff agreed to lower the land factor and reduce the assessment to $36,100.00.  Commission staff will follow up with a letter to Mr. Witt stating the new assessment.

Lisa Repp
Ms. Repp approached the Board of Equalization to discuss her 2.43 acre and 12.29 acre parcels in Allen district.  The Assessor’s staff informed the Commission that the assessment had already been lowered.  The Assessor’s staff suggested consolidating or merging the two parcels together and explained this could lower the assessment.  Ms. Repp agreed to inquire about merging the properties.  The Commission agreed there was no way to lower the assessment any further.
Glen Stotler
Mr. Stotler approached the Board of Equalization regarding his property in Bath district.
Mr. Stotler presented a recent appraisal to the Commission.  The Commission agreed to lower the assessment and honor the appraisal amount.  The new assessment is $238,000.00.  Commission Staff will follow up with a letter to Mr. Stotler stating the new assessment.

The Commission entered back into regular session at 4:55 p.m.

Bennett Lentzner- Funding Request for Recycling Center
Bennett Lentzner, Charles Biggs and Alan Berge, representing the Morgan County Solid Waste Authority, appeared in front of the Commission to discuss the Solid Waste Authority’s budget.  Mr. Lentzner presented a budget request booklet to the County Commission for review.  Mr. Lentzner requested funds in the amount of $44,500.00.  Mr. Biggs asked the Commission about the possibility of the Solid Waste Authority obtaining one of the temporary trailers when the courthouse is completely constructed.  Mr. Biggs explained the trailer could be used as an office for the recycling facility.  The County Commission agreed to review the budget request.
