Meeting was opened by Debra Kesecker, County Clerk, at 9:30 a.m.
Debra Kesecker, County Clerk, swore Stacy Dugan in for her six year term beginning 2009 as County Commissioner.
Debra Kesecker, County Clerk, swore Vince Shambaugh in for his four year term beginning 2009 as Sheriff.
Debra Kesecker, County Clerk, swore Ronald McIntire in for his four year term beginning 2009 as Assessor.
Members present: Thomas R. Swaim, Brenda J. Hutchinson and Stacy Dugan
On a Stacy Dugan/Thomas Swaim motion, Brenda Hutchinson was nominated and elected as Commission President for 2009. This motion carried.
On a Thomas Swaim/Stacy Dugan motion, the Commission approved the Holiday Schedule for 2009, with December 24th, 2009, Christmas Eve, closing at 1:00 p.m. (See attached). This motion carried.
On a Stacy Dugan/Brenda Hutchinson motion, the Commission approved the Meeting Schedule for 2009, with the possibility to revisit the schedule in six months. Commissioners Hutchinson and Dugan voted in favor of the motion, and Commissioner Swaim voted against said motion. (See attached) This motion carried.
The Commission scheduled the Christmas luncheon on December 23, 2009 at 1:00 p.m.
On a Thomas Swaim/Stacy Dugan motion, the Commission approved the Commission Appointments for 2009 (See attached). This motion carried.
On a Thomas Swaim/Brenda Hutchinson motion, the Commission approved the Commission meeting minutes as of December 24th, 2008. This motion carried.
The Commission discussed scheduling a staff meeting next week to discuss the topics listed on the agenda. On a Stacy Dugan/Thomas Swaim motion, the Commission will meet with the staff at their January 8th Commission meeting at 2:00 pm. This motion carried.
Commissioner Hutchinson suggested following the Morgan County School board procedure for inclement weather for Courthouse closings and delays. The Commission will need to further research the procedures for Courthouse weather related closings and finalize at the January 8th meeting. On a Stacy Dugan/Thomas Swaim motion, the Commission authorized President Hutchinson, if needed, to make the closing or delay call for inclement weather before the January 8th meeting. This motion carried.
Commissioner Hutchinson will contact the Morgan County Rescue Service to schedule a date for a joint meeting with the Commissioners and the Rescue Service.
Bill Clark, Economic Development Authority Director, appeared before the Commission to present the Economic Development Authority re-certification Certified Development Community (CDC) resolution. After much discussion and on a Thomas Swaim/Stacy Dugan motion, the Commission approved by signing the Certified Development Community (CDC) program resolution of Participating and Cooperation.
Maxie Maggio appeared before the Commission with a resolution approving an invoice to pay Milestone Construction Services, Inc. The Commission will wait until after the construction meeting and sign the resolution at the January 8th Commission meeting.
On a Stacy Dugan/Thomas Swaim motion, the Commission adjourned at 11:00 a.m. This motion carried.
