Administration
On a Stacy Dugan/Brenda Hutchinson motion, the meeting minutes from February 12, 18, 24, 25, 26, 27 and 28 are approved after language corrections. This motion carried.
Morgan County Commission Meeting Agenda
Finalized agendas will be complete and posted on the website and posted in the window at the County Commission office at 4:00 p.m. on each Monday.
Employment Applications
Applications for employment will be posted on the Morgan County Commission website.
Insurance Cards
Insurance cards are now available for Morgan County citizens. There are two cards, one is the NACo program insurance card, it offers a 20% discount. The other card is a federal government program insurance card and it offers a 40% discount. Both cards can only be used for prescriptions that are not covered by your existing prescription card.
West Virginia Governor’s Service Award
The Morgan County Commission has selected Barbara Bailey for the nomination of the Governor’s Service Award. Barbara has been volunteering for 60 years. For the past twenty two years, Barbara has volunteered for many organizations throughout Morgan County.
Budget Review
The County Commission has finished the budget review and turned it into the County Clerks Office.
Budget Request- Parks & Recreation
The County Commission approved the funds in the amount of $4000.00 for Parks & Recreation to install a new roof on the large concession stand.
Parks & Recreation will also install a water chlorinator for the small concession stand.
The Commission agreed to wait until closer to end of the fiscal year to see if it will be possible to distribute funds to the Morgan County Health Department, Morgan County Solid Waste Authority and the Morgan County Parks & Recreation from the 2009-2010 Budget.
Chris Hansroth- Berkeley Springs State Park- Request for Funds
Mr. Hansroth, Superintendant of the Berkeley Springs State Park, approached the Commission regarding a request for funds for the Berkeley Springs State Park. Mr. Hansroth presented a detailed summary worksheet to the Commission explaining improvements the park needs. Mr. Hansroth explained the park would like to repair the damaged portions of the rock retaining wall and replace the low concrete bridge with a new arch bridge. Mr. Hansroth said the new bridge will reduce potential flood damage to the Park and surrounding areas and will compliment the Park and enhance its beauty. Mr. Hansroth explained the Berkeley Springs State Park Historical Foundation is requesting funds in the amount of $4000.00 to help assist in the project. Commissioner Hutchinson explained Commissioner Swaim is absent today, so the Commission will not make a decision, but they will discuss and consider the request when they continue with the budget meeting later this month.
Dave Michael- Addressing Project Discussion
Office of Emergency Services Director, Dave Michael approached the County Commission regarding a personnel issue. Mr. Michael explained the full time employee that establishes county addresses can no longer perform the job. Mr. Michael requested that the Office of Emergency Services establish a system and personnel to keep address information up to date. Commissioner Hutchinson discussed the situation and agreed the addressing department should be in the County Commission office since that is the office where building permits are obtained. Commissioner Hutchinson had discussed the addressing issue with County Commission receptionist Peggy Oakes, and Ms. Oakes had agreed to help. Commissioner Hutchinson explained this will allow citizens to get a building permit and their new address at the same time. Commissioner Hutchinson explained the Commission will further discuss the issue when Commissioner Swaim is present and requested it be put on the next meeting agenda for March 19, 2009.
Estate- Estate of Benjamin H. & Catherine Mae Smith
A petition was brought before the County Commission to remove the Sheriff of Morgan County and appoint Ms. Samantha Smith as administratrix of the estate. On a Stacy Dugan/Brenda Hutchinson motion, the Commission agreed to remove the Sheriff of Morgan County and appoint Samantha Smith as sole administratrix of the estate. This motion carried.
Susan Caperton- Morgan County Partnership Grant
Susan Caperton approached the Commission and presented a handout to the Commission explaining the Morgan County Partnership Grant. Ms. Caperton explained the Morgan County Partnership will engage the community to learn about issues facing our young people and work together to overcome these challenges. Through these efforts, we will help reduce at risk behaviors in youth and enable them to be healthy and positive members of our community, Ms. Caperton said. On a Stacy Dugan/Brenda Hutchinson motion, the Commission agrees to be a fiscal agent for the Morgan County Partnership Grant. This motion carried.
Bill Clark - Approve Community Participation Program
Approve Community Participation Program- Community Service Center & Boys and Girls Club
Bill Clark approached the Commission and presented a Community Participation Program resolution. Mr. Clark explained that the County Commission of Morgan County has been awarded funding for fiscal year 2009 Community Participation Program to be used to improve important safety related items at the Community Service Center Building and the Boys and Girls Club.
On a Stacy Dugan/Brenda Hutchinson motion, the Commission authorizes Brenda J. Hutchinson, President, as the official representative for the Commission in the administration of the Community Participation Program (CPGP) for the Morgan County Commission. This motion carried.
Community Participation Program-Solid Waste Authority Recycling Center
Mr. Clark explained to the Commission that the County Commission of Morgan County has been awarded funding for the fiscal year 2009 Community Participation Program to be used for various needs associated with the Solid Waste Authority Recycling Center. On a Stacy Dugan/Brenda Hutchinson motion, the Commission accepts the conditions of the contract and authorizes Brenda J. Hutchinson, President, as the official representative for the Commission in the administration of the Community Participation Program for Morgan County Commission. This motion carried.
Community Participation Program- South Morgan Volunteer Fire Department
Mr. Clark approached the Commission and explained the County Commission of Morgan County has been awarded funding for Fiscal Year 2009 Community Participation Program to be used to purchase equipment for the South Morgan Volunteer Fire Department. Mr. Clark explained the fire department will purchase a washer and dryer set used for cleaning fire gear. On a Stacy Dugan/ Brenda Hutchinson motion, the Morgan County Commission accepts the conditions of the contract and authorizes Brenda J. Hutchinson, President, as the official representative for the Commission in the administration of the Community Participation Program for Morgan County Commission.
Home Consortium Resolution
On a Stacy Dugan/ Brenda Hutchinson motion, the Morgan County Commission authorizes participation in the Eastern Panhandle Home Consortium of West Virginia for the period of July 1, 2009 to June 30, 2010. This motion carried.

Region 9 Appointment- Court Order
On a Stacy Dugan/Brenda Hutchinson motion, the Morgan County Commission hereby reappoints William Clark to the Region Nine Planning and Development Council to serve a one year term. The appointment is effective immediately and will expire February 28, 2010. This motion carried.
Industrial Park Assistance Program
Mr. Clark approached the Commission and presented a resolution to change the scope of the Industrial Park Assistance Program. The Industrial Park Assistance Program will bring high speed wireless internet service to portions of Morgan County. On a Stacy Dugan/Brenda Hutchinson motion, the Morgan County Commission authorizes the change of scope for the Industrial Park Assistance Program. This motion carried.
Alma Gorse- Approval to changes of Floodplain Ordinance
County Planner Alma Gorse approached the Commission regarding the approval and changes to the Morgan County Floodplain Ordinance. Ms. Gorse requested the changes be approved to become effective immediately. On a Stacy Dugan/ Brenda Hutchinson motion, the County Commission accepted and approved the Morgan County Floodplain Ordinance changes, which will become effective immediately. This motion carried.

Ms. Maggio explained to the Commission that the requested amount from Milestone Construction Incorporated had not been verified by Silling Associates. Ms. Maggio will approach the Commission at a later date when she receives verification.
Courthouse Change Order
Ms. Maggio approached the Commission with a Morgan County Courthouse Change Order. Ms. Maggio explained the changes had previously been approved by the Commission, and she presented a list of the approved changes. Ms. Maggio informed the Commission the total changes will reduce the construction contingency from $150,000.00 to $145,325.00. On a Stacy Dugan/Brenda Hutchinson motion, the County Commission approves its president, Brenda J. Hutchinson to sign and accept the change order. This motion carried.
Linda McGraw- PRO (Prevention Resource Officer) Grant
Linda McGraw approached the Commission regarding a Prevention Resource Officer Program. Ms. McGraw explained the program is established for the purpose of assistance in the prevention of juvenile delinquency. Ms. McGraw informed the Commission that the responsibility of the Commission is to provide one police officer, assigned as a prevention resource officer, to the secondary school system operated by the Board of Education. On a Stacy Dugan/Brenda Hutchinson motion, the Commission authorizes its President, Brenda J. Hutchinson to sign the agreement entered into this 12th day of March, 2009 by and between the Morgan County Board of Education and the Morgan County Commission. This motion carried.
On a Stacy Dugan/Brenda Hutchinson motion, the Commission agrees to present a letter of support for the PRO grant. This motion carried.
The Commission adjourned for lunch at 12:10 p.m. and reconvened at 1:30 p.m.
Mr. Rokisky- Citizens’s National Bank
Mr. Rokisky approached the Commission to discuss their bank accounts. Mr. Rokisky reassured the Commission that their accounts are 100% insured and safe. Mr. Rokisky explained to the Commission that Citizens National Bank is 100% backed by the Full Faith Credit of the United States Government. Mr. Rokisky thanked the Commission for consulting with him and reassured the Commission their accounts are solid and secure.
Janice Jones- Loss of Animal Fund Request
Ms. Jones approached the Commission regarding the loss of her horse. Ms. Jones explained to the Commission that her horse was chased and attacked by neighboring dogs and the horse sustained several injuries and died the next day. Animal Control Officer Laura Klein approached the Commission and explained the case has been sent to Magistrate Court. Commissioner Hutchinson agreed to follow up with Magistrate Court and follow the case. Commission staff gave a loss of animal report form to Ms. Jones to fill out. Commissioner Hutchinson agreed to follow up with Ms. Jones concerning the case.
Budget Meeting
The Commission continued a budget meeting with County Clerk, Debra Kesecker and Chief Deputy Clerk, Cathy Payne.
