Administration
On a Thomas Swaim/Stacy Dugan motion, the minutes from the April 9, 2009 County Commission meeting are approved. This motion carried.
Audrey Morris - Flag presentation in recognition of Child Abuse
and Neglect Month
Audrey Morris, representing Morgan County Starting Points and Rose Jackson, representing the Shenandoah’s Women’s Center approached the Commission to present a pinwheel in recognition of child abuse. Ms. Morris explained to the Commission that April is National Child Abuse and Recognition Month and this is a time for our community to discuss what can be done to make sure our children grow up healthy, safe and loved. Ms. Morris explained to the Commission some of the programs that the Morgan County Starting Points program provides for parents and children to help parents interact with their children. Ms. Morris presented a pinwheel to each Commissioner in recognition of child abuse month and explained the pinwheel represents the fact that everyone can take a turn in making a difference. The Commission commended Ms. Morris and the Starting Points program for all their hard work.
Ryan Durst- Loan for new ambulance
Mr. Durst, representing CNB bank approached the Commission and explained the loan that was recently funded for a 2009 ambulance for the Morgan County Rescue Squad.
Mr. Durst explained the loan was a seven year loan in the amount of $94,400.50. Mr. John Corson, Chief Executive Officer for the Morgan County Rescue Squad, explained that the County Commission will not be paying for the ambulance. The Morgan County Rescue Squad will pay for it using their ambulance fee account. Mr. Durst requested that the Commission sign a commercial security agreement for the loan. On a Thomas Swaim/Stacy Dugan motion, the County Commission agreed to sign the Commercial Security Agreement with CNB bank for the loan in the amount of $94,400.50.
This motion carried.
Paw Paw Rescue Squad-
Decision for request of funds to purchase pagers and radios
After reviewing the request, the Commission decided that they would prefer to talk to a representative from the Paw Paw Rescue Squad before they make a decision. Commissioner Hutchinson stated that she had some questions before she can agree to the funds request. Commissioner Swaim agreed he also had questions he would like addressed before the funds were approved. Commission Staff will telephone Steve Moreland from the Paw Paw Rescue Squad and see if he is willing and available to meet with the Commission at the April 23, 2009 meeting.
Decision for Morgan County Health Department Funds Request
The Commission discussed the funds request and Commissioners Hutchinson and Swaim stated they both have spoken to Deputy County Clerk, Cathy Payne on separate occasions to discuss the funds. The Commissioners agree at this time that the Commission cannot grant the request of an additional $35,000.00 from the Health Department. Commissioner Swaim stated he wants to help the Health Department, but the amount of funds requested is simply not there. Commissioner Hutchinson suggested giving the Morgan County Health Department funds in the amount of $10,000.00 at the present time; and at the end of the fiscal year, review the budget and possibly fund more. She explained that there is no guarantee of additional funds being administered. On a Thomas Swaim/Stacy Dugan motion, the County Commission is willing to give an additional $10,000.00 to the Morgan County Health Department and agreed to review the budget at the end of the fiscal year and possibly administer additional funds. This motion carried.
Amy Lane- Interview for Building Commission Board
County resident Amy Lane appeared in front of the Commission for an interview for a seat on the Morgan County Building Commission board. Ms. Lane explained that she has experience in accounting, bookkeeping and payroll, and is currently serving on the Planning Commission board. The Commission thanked her for her time and explained after all the interviews are completed, they will get back with her.
John Allen Swaim- Interview for EDA Board
Mr. Swaim appeared in front of the Commission for an interview for a seat on the EDA (Economic Development Board). Mr. Swaim explained that he had owned and operated a meat market for many years and was the County Assessor for Morgan County for eight years. The Commission thanked Mr. Swaim for coming and explained after all interviews are completed, they will get back with him.
Frank Subasic- Interview for EDA Board
Mr. Subasic appeared before the Commission for an interview for a seat on the EDA (Economic Development Board). Mr. Subasic presented the Commission with a list of ideas he has to help build the economic growth of Morgan County. Mr. Subasic explained to the Commission that although he is not currently serving on a Commission appointed board, he serves on other community boards. Commissioner Dugan expressed her concerns and questioned whether Mr. Subasic will have time to serve on the EDA board. Mr. Subasic stated if he is unsure about having enough time, he will reconsider which boards are his priority. Mr. Subasic stated to the Commission that he has a strong commitment to the community and would like to help local companies. The Commission thanked him for his time and explained after all the interviews are completed, they will get back with him.
Adjournment
On a Stacy Dugan/Thomas Swaim motion, the County Commission meeting was adjourned at 6:48 p.m.
