Administration
On a Stacy Dugan/Thomas Swaim motion, the County Commission approved the minutes from the May 14, 2009 County Commission meeting after language corrections. This motion carried.
Court Order- War Memorial Hospital Board of Trustees
On a Thomas Swaim/Stacy Dugan motion, the County Commission appoints Wes Williams to the War Memorial Hospital Board of Trustees to serve the remainder of Adrienne E. McKenna’s six year term. This motion carried.
Bridge Day
October 17, 2009 is Bridge Day in Fayetteville, WV at the New River Gorge Bridge.
Each county will be able to have a display area to showcase their county at a cost of $30.00. The Commission decided to participate and will work with EDA and the Chamber of Commerce to create an appropriate display. Commissioners Hutchinson and Dugan have committed to attending the festival.
New Address for Courthouse
The new address for the Courthouse has been approved by the Postal Service. The address for the Morgan County Commission Office is 77 Fairfax Street, Room 101 Berkeley Springs, WV 25411
Potomac Headwaters Resource Conservation Board Member
There is a vacancy for the Potomac Headwaters Resource Conservation Board. Volunteer forms can be obtained at the County Commission office.
Blue Cross Blue Shield Health Bus
The Blue Cross Blue Shield Health Bus has set a tentative date to come to Morgan County. The bus will perform free services to Blue Cross Blue Shield insurance carriers. Some of the services include blood pressure services, lipid panel, BMI, comprehensive metabolic panel, prostate- specific antigen. The tentative date is set for June 25, 2009.
EDA/ Farmland Protection Board starting salary
The Commission discussed and agreed on the starting salaries for the Economic Development Authority and the Farmland Protection Board. Maxie Maggio was hired to perform the EDA responsibilities and will receive a monetary supplement of $500.00 a year. Ginger Johnson was hired for the Farmland Protection Board and will receive a monetary supplement of $3800.00 a year.
Unemployment Rate
The Commission received a report and discussed the unemployment rate for Morgan County. The current unemployment rate for Morgan County is 9.1%.
Maxie Maggio- Construction Change Directives
Maxie Maggio presented a construction change order directive to the Commission. The change directive is to furnish and install roof hatches and ladders. On a Thomas Swaim/Stacy Dugan motion, the Commission authorized its president, Brenda Hutchinson to sign the construction change order to add the roof hatches and ladders. This motion carried.
Maxie Maggio presented a proposal to conduct environmental monitoring on Warm Springs Run for Morgan County Courthouse Geothermal HVAC System. On a Thomas Swaim/Stacy Dugan motion, the County Commission instructs the president to sign the agreement for the geothermal HVAC system for the fee of $7500.00. This motion carried.
Maxie Maggio presented a construction change order directive to the Commission. The change directive is to change GL-1 glazing to 9/16th laminated compositional sheet security glazing. On a Thomas Swaim/Stacy Dugan motion, the Commission authorizes its president, Brenda Hutchinson to sign the construction change order to change the glazing of the windows for interview rooms 3 & 4. This motion carried.
Milestone State Loan Drawdown
Maxie Maggio presented an application for payment on the courthouse contract. On a Thomas Swaim/Stacy Dugan motion, the Commission approves the invoices relating to the construction and other services for the proposed courthouse project and authorizing payment in the amount of $492,848.10. This motion carried.
Decision on Brick for the new Courthouse
The Commissioners decided to take a vote for the brick for the new Courthouse. Commissioner Swaim said he preferred the darker brick with speckles and explained this was the color that the architect preferred and he trusted the architect.
Commissioner Dugan said she agreed with Commissioner Swaim and stated that the architect has built many buildings and she has confidence in him. Commissioner Dugan said she also preferred the darker brick with the speckles.
Commissioner Hutchinson said her personal preference is the lighter brick instead of the darker one with speckles.
The Commission took a vote and agreed to go with the architects choice and chose the darker brick with the speckles.
Steve Rawlings-West Virginia Counties Risk Pool Insurance Proposal
Mr. Rawlings representing the West Virginia Counties Risk Pool approached the Commission and presented an insurance proposal to the Commission. Mr. Rawlings explained the West Virginia Counties Group Self- Insurance Risk Pool was created to address the insurance and risk management needs of counties of West Virginia. Mr. Rawlings informed the Commission that the West Virginia Association of Counties and the County Commissioner’s Association endorse the West Virginia Counties Risk Pool as a cost effective coverage choice for West Virginia counties. Mr. Rawlings presented the proposal in the amount of $118,664.00, and the Commission reviewed it thoroughly. After reviewing and discussing the proposal extensively, the Commission determined the coverages are similar to the BRIM Insurance coverages through Smith Nadenbousch Insurance that the Commission has carried for years. Commissioners Hutchinson and Dugan stated they have spoken to County Commissioners in neighboring counties who are currently in the risk pool and are very pleased with it.
Discussion on Insurance Proposal
The County Commission reviewed and discussed the insurance policy and proposal that Mr. Rawlings from the West Virginia Counties Risk Pool had presented to them. The Commission will decide and vote at the May 28, 2009 County Commission meeting.
Morgan County Rescue Auxiliary
Lynette Stotler, Patti Walker and Mary Shaffer approached the Commission to discuss the Morgan County Rescue Auxiliary. Ms. Shaffer explained that the rescue mission store is operated by volunteers. Ms. Shaffer explained if someone loses their house to a fire, they will donate items to the family at no cost. John Corson, representing the Morgan County Rescue Squad approached the Commission and explained that the rescue auxiliary are always helping with the rescue squad. Commissioner Dugan explained she had invited the rescue auxiliary to the Commission meeting to show appreciation for all their hard work. Commissioner Dugan presented them with a certificate of appreciation. The County Commission thanked them for coming in and for all their hard work and contributions.
Glen Ryburn- Morgan County Fair
Mr. Ryburn presented the Commission with a printout explaining the Morgan County Fair. Mr. Ryburn explained that the Morgan County Fair Board approved an “Interim Board of Directors” to establish a formal structure for the Board of Director and the Fair Board. Mr. Ryburn explained the fair board will establish a legal status of an Unincorporated Nonprofit Association under the Uniform Unincorporated Nonprofit Association Act, West Virginia Code (Chapter 36 Article 11). Mr. Ryburn requested that the Commission appoint a permanent member of the Board of Directors for the Morgan County Fair Board. On a Brenda Hutchinson/Thomas Swaim motion, the County Commission agrees to be a permanent member of the board of directors for the Morgan County Fair Board and will appoint an individual at a later date. This motion carried.
Joe Lillard- Small Business Award
Mr. Lillard from the Berkeley Homeopathic Works approached the Commission and gave a brief description of his homeopathic business located at the 522 Industrial Park in Berkeley Springs, West Virginia. Mr. Lillard explained the business has 65,000 customers and 1700 safe, effective homeopathic remedies. Mr. Lillard informed the Commission that the business currently has close to 40 employees. Commissioner Dugan approached Mr. Lillard and congratulated him on receiving the Small Business Award for 2009. Commissioner Dugan also presented him with a certificate of excellence from the Commission and explained that the Commission has ordered a plaque for Mr. Lillard also. The Commission congratulated Mr. Lillard on his accomplishments and Commission staff took a picture of the Commissioners with Mr. Lillard.
The Commission adjourned for lunch at 12:15 p.m. and reconvened at 1:30 p.m.
Jerry McGraw- Smith Nadenbousch Insurance Review
Jerry McGraw, representing Smith Nadenbousch Insurance Company approached the Commission and explained the insurance policy the Commission currently has with BRIM Insurance. Mr. McGraw presented an insurance proposal to the Commission in the amount of $177,177.00 and explained there is an extra charge of $2953.00 for bonds.
Mr. McGraw requested that the Commission get certificates of insurance for the appointed board members. The Commission discussed and thoroughly reviewed the policy with BRIM.
Discussion/Decision on Insurance
The County Commission will make a decision and vote on which insurance company and policy they choose at the County Commission meeting on May 28, 2009.
Workshop Meeting- preparing Emergency Ordinance
The Commission had a workshop meeting and created an Emergency Event Spending Policy. On a Thomas Swaim/Stacy Dugan motion, the County Commission accepted policy #5 for emergency spending. This motion carried. Please see attached policy. The policy will be in the County Commission office in the County Commission policy handbook.
Adjournment
On a Stacy Dugan/Brenda Hutchinson motion, the County Commission adjourned the meeting at 3:45 p.m.
