Meeting Minutes

June 11, 2009

 

Members Present: Thomas Swaim, Brenda Hutchinson and Stacy Dugan

The meeting was opened by Debra Kesecker, County Clerk at 3:38 p.m.

Administration
On a Stacy Dugan/Thomas Swaim motion, the County Commission approved the minutes from the June 4, 2009 County Commission meeting.  This motion carried.

Parks and Recreation Employee
The Parks and Recreation Board will hire a maintenance employee.  The County Commission will distribute funds in the amount up to $10,000.00 for the part-time employee.

North Berkeley Community Park Funding
The Commission discussed the North Berkeley Community Park and possible funding for the project.

Budget Memo
The Commission agreed to send out a memo on July 1, 2009 to all elected officials reminding them of the new budget year and encouraging them to try to stay within their budget.

Health Department Board
Sandy Bienen is resigning from the Morgan County Health Department board.  The Commission will request a letter of resignation from Mr. Bienen.

Are you ok program?
The Morgan County Sheriff’s Office and Senior Life Services of Morgan County are working together to create a computerized telephone reassurance program called Are you OK?   The program features a computerized telephone system that will make daily calls to subscribers the same time each day, seven days a week, 365 days a year.  The computer and printer will be housed in the Emergency Communication Center (E9-1-1) on Dispatch Drive in Berkeley Springs.   If a subscriber does not answer the call, two more calls will be made before the computer puts out an alert report.  At this point, the E9-1-1 Operator will contact a neighbor or family member who has agreed to assist in the case of an emergency or the Sheriff’s Office Duty Officer will dispatch a deputy to the subscriber’s home to check on the subscriber’s welfare.  The Commission will decide on possible funding for the program at their 6/26/09 budget meeting.

Postmaster Ron Davis- Mailboxes
Mr. Davis approached the Commission to discuss the mail delivery service for the new courthouse.  Mr. Davis suggested keeping mail service simple by considering the option of consolidating the delivery point to one cluster box on the first floor.   The Commission discussed the option of having a cluster mailbox for the courthouse with each office having their own separate box.   Mr. Davis agreed this was a good idea and presented a catalog to the Commission to review and possibly select a cluster box.  The Commission agreed on a cluster box with 20 individual mailboxes.  The Commission thanked Mr. Davis for his time.

Bob Ford- Present list of tax evaluation committee members
Mr. Ford approached the Commission and presented a list of volunteers who are willing to form a tax evaluation committee.  Mr. Ford requested that the Commission review the list and appoint a citizen at large to oversee the committee.  The Commission reviewed the list and agreed to contact each individual requesting their attendance at the next Commission meeting on June 18 to discuss the operation of the committee.  Commissioner Hutchinson will try to find someone from the farm community to serve as citizen-at-large.

Maxie Maggio- Decision on Courthouse Stone
Ms. Maggio approached the Commission and explained that a sample of the stone originally included in the specifications was presented to Silling Associates
several months ago, and Silling did not believe it would be appropriate for the
the building.  Silling Associates then requested other stone samples from
Milestone and the manufacturer provided a sample which the Commission
and Silling Associates agreed upon without being informed there would be an extra charge.   The Commission discussed the extra charge for the stone and the charge to switch to all brick for the courthouse and compared the options.   Commissioner Hutchinson stated that she does not want to hold up the construction project waiting for brick which at this point in the construction would result in additional charges for the project.   The Commission came to a decision and made a motion, on a Thomas Swaim/Stacy Dugan motion, the County Commission will go with the original stone selected at the additional cost of $7000.00 to come out of the $16,000.00 refund from the hardware account.  This motion carried.

Courthouse Expenditure Drawdown
Ms. Maggio presented an expenditure drawdown to the Commission for approval.   On a Thomas Swaim/Stacy Dugan motion, the Commission authorized its president, Brenda J. Hutchinson to sign and authorize the directed payment to Milestone Construction Services, Inc in the amount of $507,609.00.  This motion carried.

Courthouse Change Order
Ms. Maggio approached the Commission and presented a change order for the construction of the new courthouse.  Please see list attached.  On a Stacy Dugan/Thomas Swaim motion, the County Commission authorizes its president Brenda J. Hutchinson to sign the change order in the amount of $38,702.00.  This motion carried.

Adjournment
On a Stacy Dugan/Brenda Hutchinson motion, the meeting was adjourned at 5:40 p.m.
